SW 196th Avenue would go from two lanes to three between Pembroke Road and Pines Boulevard. Design vote is Nov. 4; the draft schedule builds it in 2028-29.
Pembroke Pines is moving to widen SW 196th Avenue from two lanes to three between Pembroke Road and Pines Boulevard. The City Commission votes Wednesday, Nov. 4, on a design contract worth up to $552,733.
The contract is a work order with Kimley-Horn and Associates. It is item 8 on the consent agenda for the 6:30 p.m. Nov. 4 meeting. Consent items are usually approved together in one vote unless a commissioner pulls one for discussion.
Why the road is being widened
The stretch serves homes, a school, a gas station at Pines Boulevard and West Pines Soccer Park. “Traffic congestion is most pronounced during school dismissal and event peak periods,” Kimley-Horn wrote in its scope and fee proposal. The proposal names the school as Somerset Academy Chapel Trail Elementary.
The commission picked the project for Year One road funding on Nov. 19, 2025, according to the city staff summary in the agenda item. It is project RD002 in the city’s strategic plan.
Staff expect traffic to grow once other widening projects on Pembroke Road west of U.S. 27 are finished. “Timing and completion of this roadway expansion project is critical,” the summary says.
What the design will look at
The third lane is expected to be a turn lane, with two travel lanes, but that is to be confirmed during planning. The work could use spare right of way, physical widening, new pavement markings or a mix.
Kimley-Horn will draw two options at a 45 mph design speed:
- Option 1: 11-foot travel lanes, 10-foot turn lanes and bike lanes, 7-foot buffered lanes where there is room and at least 5 feet elsewhere. The proposal says bike lanes are planned in the city’s Transportation Master Plan.
- Option 2: the same travel and turn lanes, without bike lanes.
A shared-use path will be studied in place of bike lanes, and so will a sidewalk on the west side of the road. The city chooses the final layout.
The design also covers:
- changes at the Pines Boulevard and SW 3rd Street intersections, including curb ramps that meet ADA rules
- drainage, which will keep emptying into South Broward Drainage District Canal 7
- surveying, soil testing and permits from the South Florida Water Management District and Broward County
Cost and timeline
The city engineer’s early estimate is that construction will cost no more than $4 million, the staff summary says. That figure will be refined during design and come back to the commission later.
The design fee breaks down this way:
| Part of the work | Fee |
|---|---|
| Plans and design documents | $303,160 |
| Planning | $91,140 |
| Geotechnical work (H2R Corp.) | $54,572.26 |
| Survey (Stoner & Associates) | $43,990 |
| Project management | $17,500 |
| Permitting help | $17,180 |
| Bidding help | $13,750 |
| Data collection | $11,440 |
| Total | $552,732.26 |
Kimley-Horn’s preliminary schedule, which the proposal says will be revised with the city:
| Step | Draft date |
|---|---|
| Master plan done | March 30, 2027 |
| 60% plans to the city | Aug. 23, 2027 |
| Permit applications filed | Sept. 15, 2027 |
| Final design | March 7, 2028 |
| Construction | July 12, 2028, to Aug. 1, 2029 |
Kimley-Horn was chosen from a pool of pre-qualified engineering firms the commission approved Jan. 21, 2026.
What it means for you
- Nothing changes on the road yet. This vote pays for design only, and construction would need its own approval.
- If you use the road for school pickup or soccer, the draft schedule puts work on the ground in summer 2028 at the earliest.
- Whether the road gets bike lanes, a shared-use path or a west-side sidewalk is still open. You can speak at the Nov. 4 meeting at the Charles F. Dodge City Center, 601 City Center Way, or watch on the city’s live stream page.
- For current closures, see our road work page. For the park, see parks and trails.
Also on the Nov. 4 agenda: a new Community Events and Civic Engagement Advisory Board to replace the city’s diversity board.
