Scheduling an inspection

Request an inspection by phone at 954-435-6502, through the city’s online inspection request form or in your Development Hub account, the inspections page says. Have the permit number, permit discipline, inspection type, preferred date and an on-site contact ready.

  • Requests in before 3 p.m. are scheduled for the next business day.
  • Requests after 3 p.m. go to the business day after that.
  • A request after 3 p.m. Thursday is scheduled for Tuesday, the city says.
  • If an inspection fails, the inspector leaves notes listing the corrections, and you schedule a reinspection. Reinspection fees are set in the city’s fee schedule.

When you need a permit

The Building Department’s page says a permit is required for most construction and improvement projects, including:

  • Structural changes, additions and renovations
  • Electrical, plumbing or mechanical work, and changes to gas lines
  • Fences, windows, doors and roofing
  • Sheds and walkways, according to the planning FAQs
  • A portable storage container left at a single-family home for 14 to 21 days
  • Temporary banners on storefronts (limited to 32 square feet)

A permit is generally not required for interior or exterior painting or for replacing flooring when the structure is not altered. Gas line and electrical work may only be done by licensed professionals. Starting without a required permit can bring a stop-work order, fines and the cost of correcting the work. When unsure, call 954-435-6502 before you start.

If you hire a licensed contractor, the contractor usually pulls the permit and includes the cost in the contract. If you do the work yourself where the law allows, the permit is yours to get.

How to apply

  • Online: create a contact account in the Development Hub, then submit. Issued online permits, approved plans and the permit card are downloaded from the Hub.
  • In person: at the Building Department in City Hall. Approved plans for in-person permits are picked up in person.
  • Not by email: the city stopped taking permit applications by email on April 25, 2022.

Applications are processed in the order received. A printed permit card and the approved plans must be kept on site for every inspection. Contractors registering with the city or updating licenses and insurance send those documents to pinespermits@cgasolutions.com.

To look up an existing permit, use the city’s permit search. For faster answers, the department asks callers to have the permit number, property address, contractor name and a short description of the issue ready.

Note: the Building Department closed at noon Thursday, Oct. 8, for city training, and regular hours resume Monday, Oct. 12.

Zoning rules homeowners ask about

From the city’s planning FAQs:

  • Additions: the existing house and any additions generally cannot cover more than 40% of the lot, and must meet setbacks, height and finished floor elevation rules for the zoning district.
  • Boats and RVs: no more than one recreational vehicle may be parked or stored on residential property, at least 7 feet from the front property line. Many homeowners associations are stricter.
  • Commercial vehicles at a home must be parked entirely inside a garage or carport.
  • Painting a commercial or multifamily building needs a call to Planning about colors, since a public hearing may be required.

The city’s maps page has the current zoning map (effective April 26, 2021), the Future Land Use Map and a commission district map. The city says to confirm a property’s zoning with the Zoning Division, because maps change.

Boards and meetings

Board Meets Hears
Board of Adjustment 6:30 p.m., first Thursday of each month Variances, zoning interpretations and appeals for single-family homes
Planning and Zoning Board 6:30 p.m., second Thursday; fourth Thursday as needed New development, site plans, and variances for commercial and multifamily property; it is also the local planning agency and architectural review board
City Commission See the meeting calendar Final votes on rezonings and land use changes

Both boards meet in the City Commission Chambers, 601 City Center Way. On that schedule, the next Board of Adjustment meeting falls on Thursday, Nov. 5, and the next regular Planning and Zoning Board meeting on Thursday, Nov. 12. Agendas are posted in the city’s Agenda Center.

If you get a letter about a board item near your home, you are not required to respond; the meetings are public and you may speak for or against. A posted notice sign on a property means a hearing is coming; the City Clerk’s Office, 954-450-1050, can tell you which one.

Developers must hold a pre-application meeting with Planning before filing, unless the project planner waives it; book it at 954-392-2100.

Older buildings: safety inspections

Under Broward County’s Building Safety Inspection Program, buildings such as condos, apartments and commercial buildings must be inspected by a licensed engineer or architect at 25 years old and every 10 years after. Owners get a letter with a permit number. Details are on the city’s BSIP page.

What this means for you

  • Assume you need a permit for anything beyond painting and flooring; call 954-435-6502 if unsure.
  • File online through the Development Hub; email applications are not accepted.
  • Variance for a single-family home? It goes to the Board of Adjustment, next meeting Nov. 5.
